[Gt-eos] First GCT maintenance release inbound

Dear all,

the GridCF PMC ([1]) has decided to make a new GCT release. This will be 
a maintenance release including all changes since the first GCT 6.2 
release from November 2018 ([2]) and shortly appear on [3].

After release it will take some time until all new source packages are 
built and until these changes propagate into new precompiled packages 
for Linux distributions.
