I only know that in the current EPEL version of myproxy
(myproxy-6.2.3-1.el7.x86_64) this still is an issue.

The problem comes from
https://github.com/gridcf/gct/blob/master/myproxy/source/myproxy_get_delegation.c#L205-L210
where a warning is logged in case the voms-proxy-init command failed,
but it does not influence the exit value.
(The actual call and waitpid is in at the end of the same file

)
In short, when the voms-proxy-init failed, you get a warning and a
non-voms proxy, which is why you get the 0 exit value.
Not sure whether we should change or document that behaviour. I tend to
the latter.
