I found that I need to modify the packaging found in
gct/packaging/debian/gsi-openssh to not apply the patches as it seems
that the tarballs created from the `run_task tarballs` command already
have these patches installed. After removing the application of the
patches i was able to successfully build gsi-openssh packages that
work correctly and link against the OS provided gct packages.
