[Discuss] New UberFTP release

Dear all,

the GridCF PMC ([1]) has decided to make a new UberFTP release. This 
will include all changes since the last UberFTP 2.9 release from 
February 2022 ([2]) and shortly appear on [3]. An announcement will also 
follow shortly on our announcement list ([4]).
