[Gt-eos] Handling of issues

Hi all,

A "quick" question.

We just had a site report a bug with globus-url-copy: a rather nasty 
bug, actually.

The admin naturally opened a support issue, but did so in the Globus 
github repo:

	https://github.com/globus/globus-toolkit/issues

Should the admin:

     open a issue against gridcf copying all the information,

     open a issue against gridcf with just a link to the globus/gt issue,

     do nothing -- the "Gridcf Team" are already looking at globus/gt 
issues?
