[Gt-eos] Handling of issues

Hi all,

motivated by the recent discussions, we should start having a look at how:
1) we want to handle security issues
2) idem for others issues
3) how we want to handle github issues still filed against globus-toolkit.

I would say 2) should be github issues at
https://github.com/gridcf/gct/issues
For 3) I'm (now) watching globus-toolkit itself, but it would be good if
others would be watching too.
For 1) we need a (trusted) email address. An additional complication is
here that we might not see the security-related emails to
support at globus.org (see http://toolkit.globus.org/toolkit/support.html)
if still functional...
For all three, once decided, it should be documented on presumably
https://gridcf.org/

Any thoughts? In particular on 1?
